The sanction is unusually severe: a transaction made in violation is void and the licensee “has no right to collect, receive, or retain any principal, interest, fees, or any other charges”. A licensee may not hold a check for more than 34 days, and § 45-919 bars rolling over or extending a transaction by letting the borrower pay less than the full amount of the check plus authorised charges.
